Riigiluup — founder
In 2026 Maksim founded Riigiluup.ee, an open-source parliamentary transparency platform for Estonia (licence EUPL-1.2, source on GitHub). It turns the Riigikogu's open data into readable pages: how each MP votes (including breaks with their own faction), the bills they sponsor, full-text searchable plenary speeches (100k+), committee and faction memberships, electoral history back to 1992, ministers' response times to written questions against the legal deadline, party financing, and side-by-side MP comparison, plus analytics on voting similarity, faction discipline and legislative velocity. Built solo in about five months as founder and sole developer — Java 21 / Spring Boot backend, React / TypeScript frontend, PostgreSQL, a fully autonomous ingestion pipeline from five open-data sources, a public read API and a trilingual UI (ET / EN / RU). Launched publicly on 14 September 2026 with the parliament's autumn session. No accounts, no tracking, no paywall.
